Fixing a bug in the config class and updating all templates and pages to
use the dynamicRoot and staticRoot config values to prefix URLs.

Adding the base survey template and the image and text question types.
Moved the hero section to the index.html template to make common-page
more common. Also adding jquery and some initial grow.js code.

The content root is used to specify the location of the static content.
It is currently hard-coded to my desktop, but it will be updated after a
config system is introduced.
